Aha! Lever travel at handlebars only goes back halfway. Looking downstairs at this point the clutch actuating lever arm is fouling the rear of the bell housing and cannot go further forwards. Similarly thanks to the short length of the cable inner the arm cannot go further backwards either which, methinks, could cause the clutch to only partially engage. All I need is to get a longer cable and see if the arm gains wider movement.
